美国国际贸易法院法官4日裁定一起诉讼案，要求美国海关与边境保护局在关税清算中不得依据美国《国际紧急经济权力法》征收关税。这意味着，此前依据该法征收的关税需被退还。该裁定要求，对于美国进口商已经依据《国际紧急经济权力法》申报但未完成关税清算的所有报关，美国海关与边境保护局不得依据《国际紧急经济权力法》有关条款清算；对于清算已经发生但尚未最终生效的报关，需重新清算，也不得依据《国际紧急经济权力法》有关条款。（新华社）
