In police-reported data, vehicles that are not contacted during a collision sequence are not included as vehicles in the crash data. Therefore, comparing Waymo crashes reported in the SGO where there was no contact to the Waymo vehicle (but may be reported as part of the SGO due to alleged contribution to the crash) would overcount the Waymo crash rate relative to the crash rate.
